Why is it always known to the state of California to cause cancer and birth defects on chemicals?Do these chemicals cause cancer and birth defects only in California? That does not make sense, so I was wondering why paints and about a million other things say this and not any other state?

They have to have that language on them to be sold in California. Other states don't require it, but it's easier to print it on every item instead of designating certain ones that will be shipped to California.

No, it's just that california has a law that things with certain cancer causing elements in them (like lead) have to be labeled.

California has the most stringent laws about a lot of things, safety being one of them. I expect that they have a state-sponsored institute for studying these things, and therefore, nobody else really tries to keep up with them in that area and we take their words for it.

The rules for posting require that the consumers be warned of possible health problems associated with components of the product for sale. The wording is based upon court decisions which do away with any scientific studies, and rely on the "intelligence" of Cal OSHA, who in committee decided which products would require this warning. So, the state of California knows it is a carcinogen, but hardly anyone else does. Kind of like the AGW crowd "knows" that it is real, but cannot aptly and scientifically demonstrate it.
I truly pity those who have to live in that repressive state.

The way the federal laws are written, a state must have environmental (EPA regulations) & health and safety (OSHA regs) programs that give equal or greater protection to their states. So some states like NJ, MI, and CA have greater protection than the federal gov. requires.
In CA, they decided that certain chemicals are possible carcinogens, and put them on the CA list. Other regulatory agencies in other states (the federal gov does not either) do not believe that, so they do not list the chemicals. But because CA is such a large market, its easier for manufacturers to simply list it for everyone. That way they don't have to make 50 different labels per product.
If you look at a candy bar or pack of crackers, you will see the approval for the PA Dept of Agriculture. It is the same concept.

Smoking Causes Cancer! That's the warning I saw on the cigarette sign outside the Speedway sign a couple days ago. It got me thinking, "How can it be that stores can sell a product that is KNOWN to cause cancer. Could McDonalds do that with Big Macs? No Way!"
